How do I convert an AVI file to a VCD compliant Mpeg file . What software or

First, you need some capture card.
In fact, any card will do, but some has advantages over others for
something.
Then, you need software MPEG encoder to encode AVI (if captured format is
AVI) to MPEG.

I think TMPGEnc is the best. It is even free. Get it from
www.jamsoft.com/tmpgenc

Assuming that you already know the standard for VCD compliant Mpeg, all
you need then is an encoder a program which converts raw video into mpg.
These are a few available on the web:
Avi2mpg1: free, very slow, very good image quality
Panasonic encoder: $, faster, good image quality
Xing encoder: $, very fast, ugly image quality

what you will need to make an AVI file is a "video capture card", such as
Pinnacle dc 10+ for example. Normally video capture cards do not include audio
input, not to worry, use your sound card.
