No, you don't need a plug-in for this.
One way you can do it is to add (2) video tracks, place one of the
clips each on A, S1, S2, and S3. Apply motion to each clip, moving
the beginning and ending points to each quarter of the screen zoom out
to 50%. Alpha channels will automatically be created so all four
clips will be displayed.

If you are talking about using 4 different clips, then you can have 4
superimpose tracks, 4 different transitions (1 for each of the 4 corners)
then use the motion option under CLIP to position each clip in its proper
transition
area.
