Advice on SVHS deck

I am a real newbie to desktop vid, but I am getting ready to replace a
VCR and want to get one that I can do some editing on. Nothing terribly
serious, mainly editing vacation vids into something that someone would
like to watch! I shoot a bit of underwater video with a TR400 (Hi8). I
would like something that will allow me to cut out the crummy shots,
rearrainge the good ones, lay in some new sound (hopefully over the old,
not wiping the old out). Of course, price is an object, I would LOVE to
find a deck that is being discontinued that I could pick up at a good
price. Can anyone here give me some suggestions?

Probably the best area to look, in my opinion, is the Panasonic AG-1960/
AG-1970 (they may even be on 1980). These decks have a built in TBC,
and are edit controlable. They are accurate to about +\- 3 or 4 frames.
