Q: How to change FPS frame rate in video?

I am planning to buy a digital video camera, firewire cable, etc. in
the near future (any advice there would be appreciated: for PC
Win95)....I am just a video hobbyist: I'm looking to keep prices low.
Anyway, my question is this:

Will I be able to adjust the frame rate of my videos on my PC? I
vaguely understand that the NTSC standard is for 60 FPS interlaced
video. I want to experiment with the FPS so that I can get a 'film'
(or 'movie') effect from my video. I know there is more to it than
just frame rates, but its a start. I think the FPS I am looking to
achieve is either 24 or 25, whether that is interlaced I don't know.
I want to get the more 'artistic' look of film, and I would also like
to know if I can adjust the FPS for other special effects. Oh, yeah,
what about the video speed? Is it easy to do fast/slow motion?

Any ideas or answers on this subject?

get adobe after effects and use reverse 3:2 pull down to convert it to 24fps,
you can also get DigiEffects CineLook and CineMontion both which convert video
to 24fps better than 3:2 pulldown among other film look effects

Another method is to use Media Cleaner Pro. It has an inverse telecine process
that will remove the extra frames added to film to get it to video speed. You get
back to the origonal 24 fps rate without the hassle.

But, after that, will it play properly in any VCR? I mean NTSC is 29.97fps and now
you have clips in 24fps... I'm sorry, I just don't understand the purpose of it... if
you take that 24fps footages and transfer to film then it's understandable... am I
beeing dump here? sorry, I'm a beginner, any pros wanna explain it to me? Does
CineLook plug-in for After Effects actually makes 29.97fps clips to 24fps ???
