I suggest you make contact with some firefighters or police in
Montreal who may be able to give you a ride to Quebec City if they are
going there too.
Or check out bus schedules. The cities are only 150 miles apart -
people here usually drive that distance, not fly.

Unless you have a particular reason to want to travel via Montreal,
you might consider going via another city. For example, Jetsgo
and Air Canada both have Toronto-Quebec flights starting at $59
one way. After including taxes, surcharges and other fees, that
comes to $200.32 return. It might seem a little perverse to
go from London to Quebec via Toronto, but it might work out to
be cheaper.

If you do want to go via Montreal and don't have an unlimited
budget, then you're probably better to go between Montreal and
Quebec on the ground. There used to be bus service directly
from Montreal airport to Quebec, but I can't find anything about
it on the web, so it may no longer be running. If not, you'll
need to take a shuttle bus from the airport to downtown Montreal,
then take a train or bus to Quebec.

The train is more comfortable, but there are only four trains
a day, while the buses run hourly, giving you more flexibility.

to see if any discount airlines fly that route. Some are Westjet,
Jetsgo, Canjet etc. but not sure which fly Montreal-Quebec. It's a
commuter run so not really a discounted route.
It's close so ussualy better to take train (Via) or bus(Orleans
Express)about $40 C one-way.

What's the price of your ticket from London to Montreal? The fact that you
say this flight is almost the same surprises me seeing as the cost of a
return ticket from Montreal to QC equates to about 133 pounds.
I'm hoping to head across the pond next year, so if you can direct me to
where I can purchase a ticket to the UK for this amount of money, I would
definitely appreciate it as in the past, my flights over have equated to
about 490 pounds.

It only a couple of hours drive on an expressway between the two
cities. Easy drive. Of course Canada follows the keep right majority
so that might be an issue for you. And all of the road signage is in
French. You should be able to rent a car for a week including
gasoline for less than $200 C.
Both inter-city bus (Greyhound of Canada and others) and rail (VIA)
ply this route with great regularity, at a far lower cost than air.

Quebec City, while not served from London, is served from Paris.
Consider London to Paris to Quebec as an air route. Also consider,
if your US paperwork is OK, London to Boston to Quebec. Toronto has
better, and very cheep flights to Quebec, although you will spend more
time in the air.
As to places to stay, Quebec is a big city, all of the major North
American chains are represented and you will want to be close to your
event.
Take the train from Montreal or rent a car...it's not that far...couple of
hours...

Well, not a big city the way Montreal is. More the size of Portsmouth,
say, than London or Birmingham. But big enough that the thrust of S.P.'s

Is there a reason that you are looking for a flight to Montreal and then
to Quebec? charter or some such? If so you might want to look again at
the majors as they often get much more competitve if you are not flying
into the one or two places that charters go.
As others suggested there are several routings to Quebec.

High Canadian sales tax, security, airport and other fees.

Software". For information on passenger trains between Montreal

is a good way to travel if the trains' schedule meshes with yours.
