Generally, electrical outlets will have the two flat pins, like in the US.
While US plugs and outlets are almost universally polarized (one of the flat
pins is broader than the other), the circuits in Ecuador are generally not
polarized.
In rural areas and cheap hotels, don't expect to find electrical outlets--
electricity will be limited to a bare bulb at ceiling level. Also, brownouts
and blackouts are not uncommon-- most electrical production is hydro, and
during dry periods capacity will be down and rolling blackouts
(intentionally shutting off an area for a period of time, then shutting down
another area) tend to be the rule.
