Discount cruise agencies

It is my understanding that cruise commisssions run from 10-16%
If this is true, what justification is there for the agency to add $10
or $15, or whatever to cover the cost of mailing.
So many other agencies do not do so.

I've read that the commission can run as little as 3%-4%,
depending.

How can this be? 4% of a $1000 cruise is only $40.00. Can this be the
net amount to the booking TA?
