Go to a luggage store and get yourself a couple of TSA approved locks.
We've used them in the past and have had no problems. The luggage
handlers are usually happy to see them - we've had comments from a few
saying something to the effect of "I'm glad to see you're using these!
Wish more people would." The locks cost around $9.00 and I think they're
worth it.

If you have some old locks that you do not care if they cut off(if
they happen to want to see inside) then use those. If not cable ties
have been the way we have traveled since 9/11 then we put locks on
after we get the luggage from the airlines and off to the hotel,
cruiseline or wherever.
I wouldn't risk it, they are just as likely to damage the bag as they are to
just cut the lock off, so I would stick with cable ties.

Good point, but there is still no guarantee against damage to bags or
locks. Supposedly, the TSA-approved locks make things easier for the
TSA guys to examine your bag. When they do, and if you have an approved
lock, they have a key that will open them, and they are supposed to put
a card in the bag telling you that they did indeed open and inspect it.
Had mixed experience with that on a trip to NOLA in May for a Conquest
cruise. Going down, there was NO exam, no cards, and all bags (and
locks) arrived intact. On the return home, two bags (out of 4) were
inspected, per the cards, but they managed somehow to lose the lock for
one of those. So, I got back home with only 3 of the 4 locks I started
with. OK, maybe the airline damaged it or knocked it off--after 20
years of overseas travel, I've had that happen many a time. BUT, since
TSA did open the bag with the missing lock, I'm suspecting they just
carelessly didn't relock the bag. Who knows?

Or carry nail cliipers, or small blade. All is left today is to trust
the people who will be inspecting and loading/unloading your luggage.
I think the majority of these people ar ok but there is always that
one idiot.

I use some ties that are colored and have a small tag on them for
labeling purpose. If the tie is gone and the TSA tie isn't present,
someone has been in my bag and I can report it immediately.
