It turns out to be a bunch of TYCO, 7 straight track sections, a
bunch of mini-figs, various other plastic toy parts, and 2 keys for the
wind-up motor.
The motor doesn't wind-up.
Does anyone have instructions for opening the motor up and getting them to
work.

If it's the same one as mine (yellow, with a ridge back)... well, mine
stopped working one day. About ten years later it started working again!
I can't remember if my going in it coincided with its resurrection, but
from what I recall they are glued around beneath the lip, so you need to
work a sharp knife or similar under there until you've released it. Sorry
I can't be more help. Maybe you could put it in a cupboard for a
decade...
