yes Belarus is a very safe country know that for a fact, those crime

A lot of reported crime depends on what is illegal. That would need to
be factored in for this to be really useful.

I think they could be, though.

From what I know of the people, they're ethnocentric and resist any
notion of a national melting pot, so as long as the borders basically
delineate ethnic enclaves, it's probably not much different than Greece
in terms of civil safety.

I'm not sure, but it's something to think about.
