It's not cheating at all, because the rules allow it. For that matter,
taking injury timeouts when you're not injured isn't cheating either.
It could be seen as gamesmanship or even poor sportsmanship, but not
cheating. The rules specify where you can go and what you CANNOT do,
which is why Becker's act was cheating.
