Trots det har Rumänien redan ett ben i VM för första gången sedan 1998.
Hemligheten är de konsulter som hjälpt förbundet att lura hela
fotbollssystemet.

– Jag var väldigt intresserad av hur Fifa räknade fram sin ranking. För oss
har det varit väldigt viktigt, säger förbundets president Razvan Burleanu
till AP.

Råden de fick var framförallt två: Gå (om det är möjligt) obesegrade genom
kvalspelen och spela inga träningslandskamper.

Sedan juli 2014 har Rumänien spelat en enda officiell träningslandskamp, en
2-0-seger mot Danmark i november 2014, och tre inofficiella. Wales har inte
spelat någon landskamp alls. Anledningen är att träningslandskamperna i
praktiken spär ut din rankingpoäng eftersom de värderas lägre och hela
systemet i slutändan ändå bygger på poängsnitt per spelad match.

Som exempel så spelade Polen 0-0 i en träningsmatch mot Grekland innan
VM-kvallottningen – en match som skickade ned dem i seedningsgrupp tre.
Hade de inte spelat matchen alls hade de varit seedade som tvåa."

qualifying games and play no training internationals.

Since July 2014 Romania played one single official training international,
a 2-0 victory against Denmark in November 2014 and three unofficial. Wales
has not played any international at all. The reason is that the training
internationals in practice dilutes your ranking points because they are
less valued, and the whole system ultimately be based on points average per
game played.

As an example, we played Poland 0-0 in a friendly match against Greece
before the World Cup qualifier draw - a game that sent them into the
seeding group of three. They had not played the game at all, they had been
seeded as number two."

Absolutely nothing wrong in that. Certainly not 'manipulation' in the usual
negative sense. Wales did the same thing.*

*funnily enough, the Welsh Rugby FA fell into the same trap as Poland in the
example above, scheduling a friendly against Australia (for the money) which
they lost at the last second and so landed outside the Top 8 for the RWC draw.
That's how England, Australia and Wales all ended up in the same group, and
England bit the bullet...

How much did they pay for that piece of wisdom?

In the EPL, a manager would probably get around 12mil for that kind of
tactical genius. Though he would have to do post match interviews
castigating officials and make pouty faces.
