also state (in reference to 'Kicks from the penalty mark' under
'PROCEDURES TO DETERMINE THE WINNER OF A MATCH OR HOME-AND-AWAY'):

Which practically rules out a tap-PK...

Do you mean a tap PK to be that one passes the ball instead of directly
shooting? In that case then obviously tap PKs are forbidden during
penalty shoot-outs.

It's beyond obvious, two players will be at the scene, plus how can a goal
be scored by a player who isn't designated to do so?

IIRC, in all the few tap PK attempts I have seen videos of, the PK taker
kicked the ball forwards anyway (even if also sideways), no?

I don't know whether "regular" PKs also must be kicked forward, but I
wouldn't be surprise if that's the case.

Technically speaking, PK shoot outs, or more properly called "Kicks from
the penalty mark", are not part of the Laws of the Game, but are in the
book in the "Procedures to determine the winner of a Match or
Home-and-away" section.

They can't be in the LOTG, as the game is "over" after the final whistle
and counts as a tie for all record keeping, PKs are only used to determine
who advances or gets the trophy.

Tap PKs are not addressed, but two bullets read:
- All players, except the players taking the kick and the two goal keepers,
must remain in the center circle.
- The goal-keeper who is the teammate of the kicker must remain on the
field of play, outside of the penalty area in which the kicks are taken,
on the goal line where it meets the penalty area boundary line.
which thus make tap PKs not possible.
