stupid gasket question

buddy of mine got a complete gasket kit from royal
www.royaldistributing.com

to rebuild his 95ish Indy Trail. 488 fan dual carb

they included 2 exhaust gaskets, one lower, one upper and 4 carb
gaskets.

any clue as why there would be 4 carb gaskets. did someone at the
factory just screw up? (our assumption)

There are two gaskets on each carb.
One is between the carb and the metal shroud... the other is between the
metal shroud and the engine.
