I built a cargo sled for ice fishing that would work for you. I made it out
of 3/4 conduit, and 1/2 plywood. It works great on the lakes, but in heavy
snow you might need something with skis.
On the ice fishing forums others have made sleds to pull, one thing they are
saying about heavy snow is to use water skis, instead of snow skis, which
are a lot wider and stay on top of the snow better.

This was made by my step-dad and it is still going strong. As
mentioned, a stronger tongue might be in order though as this one
bends easily. (It also straightens easily, hence the reason we are
still using it as is.)
