Title for Oregon ?

I just had a rude discovery. I found an interested party who lives in
Oregon,
to buy my old Yami. I'm in Washington with my sled and as I understand
it Washington State does not use titles, and I don't think I've ever had
one for
the Yami. I have had it license in WA since 1984 with no problems.
However, if registering in Oregon (out of state) requires a title from
what
the buyer told me today. He called "DVM". He says they said it would be
$50
and several weeks for the title, even before he could register it for
Oregon.
I'm assuming Oregon has snow-park areas, like Washington does.

Anyone in the NorthWest know about this? I've been on both WA and OR
D.O.L, Legislative sites, etc, but it's not clear. I'm going to try to
contact
some sled dealers in OR to see if they know anything, but some quick
help
would be much appricated, since we were going to make the transaction
this
weekend.

I don't think I could apply for a WA title, then transfer ??

Karl,

It isn't a big deal.

A few years ago I titled a sled in OR that I had owned/registered/rode in New
Hampshire. All that was required was taking the sled to the DMV (to have them
verify the serial numbers) and to have a bill of sale. The DMV rep told me
this was a common occurance as many of the sleds they dealt with were from
states that didn't title them.

I don't recall how long it took to get the title, but I do know I didn't have
to wait to start riding it. I'm pretty sure they gave me my "plate" right
away, and if not, they gave me a temporary tag.

Procedures may have changed in the last few years, but I doubt it. (I'll let
you know soon as I'll be registering another New Hampshire sled there in a week
or so!)

It's a STUPID rule to impose on sleds with little
value to start with. Your old Yami is now either worth
$50 less or cost the buying party $50 more. That sux.

YES! Please! I've just about given up; I wrote Or Dept and the person
first referred me to DVM and to call or go on their page. Both was a
lost
caused; was on hold for 20 min-nothing- and their page is useless on
snowmobile
issues, etc.

I emailed someone of their page and got back a sorta-questionable
response,
never the less a response. (read below the top response from Oregon).

I guess I'm face with: 1. lowering the price from $300 to $250, or
paying
the fees. Either way doesn't sound too worth it. True, guys we are only
talking about 300 bucks, but what about the next time with a more
expense
purchase ?

On the second email (I asked nicely for details) I got back the
following:

Hello Karl,

I will try to lay out exactly what needs to be done. Because Oregon is
a titling state, you cannot register a vehicle, including a snowmobile,
without also transferring the title. At this time, it takes 3-4 weeks
for the title to be processed. If the new owner takes all the
following,
along with the snowmobile, to a full service DMV Office he will be
issued a
temporary registration and the decal.

1. Application for Title (available at the DMV Office)
2. Out-of-State title, Manufacturers Certificate of title or a UCC
Search
3. Release(s) of interest, ie Bill of Sale
4. Fees
$30.00 Title Transfer
10.00 Registration/Decal
4.00 Vin Inspection (done by DMV employee)

and it made no sense to me, but if you say there's
a quick and easy way to do it, that's great.
Here's the specifics on my case.

In 1984 I bought a used 1973 Yamaha snowmobile from
a private party. I was told Washington does not use
snowmobile titles. I registered the sled, so I could
get the park's dept snow-park permit each year. Since
1984 I have had no problems with this arrangment.
Now, I have the sled for sale for $300. A party who
lives in Portland wishes to buy it (we will meet
half way on the pass, so he can test it), however
he was told by a person with OR. DMV that it would
cost him at least $50 and several weeks to get a
registration, because of no title. I doubt if this
is the case, since Dept. of Licensing might be
different than "DMV" and that it's an ORV/snowmobile.
I could not find any rules specifically for out of
state snowmobiles. I talked with another OR. resident
and he says no problem, he's been doing it for years.

Would you please advise me the cheapest/best way
to do this, if the UCC has a solution?

We want to do it this weekend. Can I mail you my
Washington registration alonge with a bill of sale so
your department can start processing it and mail it to
my buyer? Also.......will the state of OR. require or
not requre a "new" title, with a searce and $$ spent?

The sled is worth very little as compared to the
new sleds ($6000-9000) of today, that the dealers
sell.

sale. I live in
Spokane,Washington. To my knowledge I never had a
title for the sled. I think WA does not use them.
I have had the sled registered with WA since 1984
