You noticed? I *think* the groups are created through lot or draw, rather
than by ranking. I'm sure someone will correct me if I'm wrong.

What a dumb system. They could just as easily put them all in one pool
and just take the best skaters fromt that one group. You could even
award two of each ordinal to achieve the same set of ordinals as you get
with the current system (e.g., 1, 1, 2, 2, 3, 3 for the 1st 6 skaters.)
Butyrskaya sure got a free ride on this one. If this *is* done by
lottery, can you imagine having Kwan, Slutskaya, and Butyrskaya in the
same half of the draw? It's a 12.5% chance.
I thought that they were ranked based on the previous years showing. I'm not
sure if it is based on their position at Worlds or based on their results
over the season, but I am pretty sure that there is some form of ranking

ISU Special Regulations Figure Skating (1998), from Rule 379 para 3
which applies to all ISU Championships, of which the European
Championships is one (Worlds, 4Cs and JrWorlds being the others):
Competitors entered will be divided into two approximately equal
qualifying free skating groups (not more than one competitor different
in to which competitors will be assigned in the following manner:
a) Those competitors who took part in the final free skating,
top twenty-four (24), in the same event at the same
Championships [Worlds/Euros/4Cs/JrWorlds] of the immediately
preceding year shall be assigned to a qualifying free skating
group in the following manner: starting with the competitor
having the highest final placement at the previous year's
Championships and proceeding down the Classification list [final
standings for the event segment, in this case the FS], each
competitor will be assigned to a group by alternating between
Group A and Group B, starting with Group A.
b) The remaining competitors shall be listed alphabetically
by country and by surname under each country, and will be
assigned to qualifying free skating groups in the same manner
(alternating between groups) proceeding from where paragraph
a) above concluded.
c) If the number of competitors cannot be divided equally,
Group B shall include one extra competitor. After Groups A and
B are defined, the starting order in each of these groups will be
in accordance with Rule 340. A preliminary draw shall be made
to determine whether Group A or Group B shall draw first; and
this draw will also determine the order of skating between the
two groups (A and B).

At least partly, the groups are determined by last years results, which
were:
group A group B
1 Butyrskaya
3 Volchkova (Soldatova dnq)
4 Poth
5 Gusmeroli
6 Sebestyen
7 Liashenko
9 Drei (Lavrenchuk dnq)
10 Wojtala
11 Lautova
...etc
I am not sure how skaters not competing last year are assigned, probably
by draw.
Butyrskaya was just very lucky that Soldatova missed it , otherwise
at least Volchkova, Gusmeroli and Liashenko would have ended up in her
group and given her a bad time.

They are divided into groups because it is just too difficult to
remember and accurately place that many skaters. I commend the judges for
being willing to look at a group of 24 or 30.
When you look at any group of skaters, no matter what the size of
the group, it is fairly easy to place the top 5 and the bottom 5. Things
get a whole lot more difficult in the middle. Since this results are
being used to decide who advances to the next stage of the competition,
you want to make sure you get it right. It would be just too difficult to
judge a group of 35 to 40 skaters, or sometimes more at Worlds, and be
sure you had the placements for 22nd through 27th bang on.
