I suspect that in Chuckie/Charley/Chilly/CheeseWhiz's case the only entity
involved with security or law enforcement and concerned with his actions are
the gate guards and yard attendants/warders at the institution at which he
is confined. During on his few moments away from the keyboard, whilst
imagining a real life (which for him obviously is non-existent ephemeral
confabulation), he may wander about the grounds and stray too closely to the
gate, only to be shoo'ed away with harsh words and grimaces by the guards...

Chilly, you insufferable lout and gormless wanker, da'ya nae kin that in
Paraguay as in most other jurisdictions, ye and your imaginary server are
not safe from the long arm of the US (not that it cares to deal with the
imaginary scenarios of the terminally demented). I've been - long ago - and
used to do a little business in Paraguay. As long as it's not altering the
livelihood or mordida paid to Paraguayan officials, they'll gladly respond
to a request of the US Ambassador's office to squeeze the very shit out of
some poor bastard hosting a server, be he a local or furrin.

As Cartman, the grand anti-hero of the modern tragedy "South Park" would be
quick to observe: "If Uncle Sam really ever wants you, purchase a large
tube of K-Y because the next pain you feel will be the anal probe of
government intrusion."
