I believe the Olympic regulations specify that there be not less than an
ounce of gold...as coating,usually.The norm has been to gild a silver
medal,but Albertville and Lillehammer used the gold as trim on crystal
and stone respectively,and the Nagano medals apparently had windows in
them.

As an educated guess - at the Olympics there are lots of sports they would all
need to have gold medals not just the figure skaters!
