OVERLAND PARK, KANSAS--The NCAA has selected Indianapolis, Indiana, as
the new site for the Association's headquarters. The Association will move
to its new home sometime in the year 2000.

The decision was made by the NCAA Joint Policy Board at a special
meeting in Chicago Saturday. The NCAA has been studying the future of its
national office for more than two years.

The site in Indianapolis will be in the White River State Park.

"Our goals for this project," said Sam Smith, chair of the Joint Policy
Board, "were to create a closer link between the national office and the
membership, develop the opportunity for a partnership with the community, be
in an environment that attracted talented staff and encouraged diversity, and
to do all this without increasing the financial burden to the membership.

"The Indianapolis proposal permits us to meet all those goals. Over
the next 22 years, we will save in excess of $50 million in operating costs."

The NCAA has been in Kansas City since its move to the community in
1952. It has moved its offices twice to new locations within the
metropolitan Kansas City area. Kansas City was one of the final two
communities in consideration for the national office.

"Both communities presented us with very creative proposals, and both
presented similar qualitative factors," Smith said. "We really struggled
with the disruption that the move to Indianapolis will cause in terms of
staff turmoil and service to the membership. But the Indianapolis proposal
provides such significant long-term advantages that the Joint Policy Board
determined that they offset the short-term disruption."

The Joint Policy Board made its decision after receiving the
recommendation of the NCAA Project 2000 working group to move the
headquarters to Indianapolis.

Chairing the working group was Robert Lawless, president, University
of Tulsa, Presidents Commission Division I chair. Other members of the
working group are Charles S. Boone, athletics director, University of
Richmond, former Executive Committee member; David G. Carter, president,
Eastern Connecticut State University, Presidents Commission Division III
chair; Lynn L. Dorn, director of women's athletics, North Dakota State
University, Division II vice-president; and Milton A. Gordon, president,
California State University, Fullerton, Presidents Commission Division I
vice-chair.

There also are three ex-officio members; Sam Smith, president,
Washington State University, Presidents Commission chair; Eugene F.
Corrigan, commissioner, Atlantic Coast Conference, NCAA president; and
Phyllis L. Howlett, assistant commissioner, Big Ten Conference, NCAA
secretary-treasurer.

Carter and Gordon were unable to attend the meetings Friday and
Saturday.

The Joint Policy Board consists of Smith; Lawless; Adam Herbert,
University of North Florida, Presidents Commission Division III Vice-Chair;
Carter; Corrigan, Robert Sweazy, Texas Tech University, Division I Vice-
President; Dorn; Bridget Belgiovine, University of Wisconsin, Lacrosse,
Division III Vice-President; and Cedric W. Dempsey, NCAA Executive Director.

The NCAA is a membership organization of colleges and universities
that participate in intercollegiate athletics. The primary purpose of the
Association is to maintain intercollegiate athletics as an integral part of
the educational program and the athlete as an integral part of the student
body. Activities of the NCAA membership include formulating rules of play
for NCAA sports, conducting national championships, adopting and enforcing
standards of eligibility and studying all phases of intercollegiate
athletics.
