Nothing like last minute notice for customs paperwork. They must have
been aware of this since the event was awarded and could have warned
about the need for the carnet before.
Not sure of the cost but a minimum of $100 seems to be indicated. OK
if you are shipping a full trailer but one or two boats could be
expensive for each boat.
Just fill out a temporary import (IT) form at customs, and remember to
get it signed off when you leave again. as long as the boat leaves
Croatia with you then you won't have to pay import duty.

Well, otoh, wherever you go you should check about passport,
immigration rules and customs.
So, I think you should have known that as well, hmm?
