By "rowing going on", do you mean to observe as a spectator or as in to
participate? Well, either way, all of my inquiries on this subject have
been met with a "no." I have asked people both in Taiwan's major cities and
some expats here in the US. You might be "suprised" to know that when asked
whether or not Taiwan has rowing (hua chuan), Taiwanese usually say yes...and
then tell you about the kayaking or white water rafting they've seen, or the
famous (and exciting) June Dragon Boat racing.
If you do find out about some rowing while you're there, I'd love to hear
abou it! Have a safe trip.

Before you buy.
A dutch eight (Njord students rowing club from Leiden) recently visited
Taiwan for a rowing regatta in I-lan. There were other crews from
Oxford, Cambridge, Harvard and Yale as well as crews from Japan,
Australia and New-Zealand.

Two Taiwanese universities were competing, including the Taipei Physical
Education College. There is rowing, and in I-Lan at least, they've got some
pretty nice equipment (as well as some absolute crap). Not sure how you'd
find out about it. I think that Dragon Boat Racing is pretty big over
there...

I-Lan is about a two and a half hour drive from Taipei. There is a huge
boathouse facility on the Tung Shan River just outside of the city. They have
all boat types from singles through eights and the river is an excellent place
to row. I'm not really sure who to call to get permission to row there as a
guest, but a call to the I-Lan County government offices should get you in the
right direction.
There are some universities in Taiwan that have rowing programs. Both National
Taiwan Normal University (located in Taipei I believe) and Taiwan Physical
Education College participated in the I-Lan Regatta. Unfortunately I cannot
provide any contact information.
I would guess that through Ed Hewitt's row2k.com or Rachel Quarrel's rowing
service you could find a link to the Taiwanese / Chinese Taipei Rowing
Federation.
