Despite everything pointing to HHH as the top suspect, (remember
Austin vevn came back to get revenge on him at Backlash), most people
didn't have him tabbed as the #1 suspect.
No one noticed that it was HHH who benefitted from Austin leaving more
than Rock did. (taking over company, 3-month title reign in 99,
5-month title reign in 2000 , retiring Foley, winning at Wrestlemania,
etc.)

HHH was the accomplice. We don't know if he was involved with the
original incident. Any denials before No Mercy would be totally legit.

In a work, yes. In a shoot, no. On-camera, HHH has benefitted more.
Off-camera, Rock has benefitted more.
