I need to know when base runners have to stop provoking a throw to get
them out and have to return to the base they are already at and not
advance to the next base.
What can a defensive team do to get the runners to stop dancing
between the bases?
I need to know the official NFHS rule on this please.

In out league, we have these rules:
"Once the pitcher has stepped on the rubber with possession of
the ball, runners who leave base before the pitched ball reaches or
passes the catcher
shall be called out. The pitch shall be considered a dead ball." and
"Runners cannot steal home".
The rest is governed by the NFHS rules.
I need the NFHS interpretation of the rules for the following situation
(s).
When do base runners have to stop provoking a throw to get them out
and have to return to the base they are already at and not
advance to the next base, particularly *before* the pitcher has
stepped on the rubber with possession of the ball and the runners have
not returned to their bases yet?
Can "timeout" be called by the defensive team and who can call timeout
in this situation?
Is their a "halfway point" where a runner is running, walking, or
dancing to the next base and the pitcher has the ball and the runner
has to go back? Does the pitcher have to be on the mound or touching
the rubber or
call time or just have possession of the ball anywhere on the field so
the runners have to go back to their bases?
What can a defensive team do to get the runners to stop dancing
between the bases and return to their base before the next pitch is
thrown?

I think rule 8-7 applies: when the pitcher has the ball in the 16-foot
circle after the batter has been called out or touched first base,
"the runners may stop once, but must then immediately return to the
base or attempt to advance to the next base". I assume this means a
runner can change direction only once and cannot pause between bases.
