Any ideas what can be changed to eliminate the fouling, or is this a
byproduct of a high rev PWC motor being installed in a boat used for
crusing.

The engines are out of tune. Have your dealer send a mechanic out to the
lake with you. He can adjust the carbs on the water and it'll run just
fine.

What year is it? if it's a 97, then there are tons of fixes (updates), that should
