The RCH 99 is the same shaft as the old RCH 96, just a different color, with
different graphics on it. But it's the same exact shaft.
Much to my surprise, the shaft they're putting in the new Hawkeye titanium
irons, which looks like the shaft they're putting in the Hawkeye Great Big
Bertha woods, is still the RCH 99 shaft, just a different color and
different graphics. It's not the same shaft as the one they're putting in
the H-E GBB woods, however.
And yes, it's custom made for Callaway by a number of different shaft
vendors.

The original graphite shafts put in the first WarBird woods was the RCH 60.
It was prone to breaking at the hosel, and was replaced with the RCH 90.
Then, that shaft was changed to the RCH 96 (black shaft).
When they switched to the RCH 99, it was the same exact shaft as the RCH 96,
just a different color. And now, they're putting that same shaft in the
Hawkeye Titanium irons, but it is a different color still.

Lighter weight, less torque, higher kick point.
