Indian Cricket Board Joint Secretary MP Pandove on Sunday said the BCCI
was 'inclined to support' Pakistan in the ball-tampering controversy,
but stressed that the final decision will be taken on the merit of
things.
"BCCI is inclined to support the neighbouring country, but subject to
facts coming to our knowledge the final decision will be taken on
merit," Pandove, also secretary of the Punjab Cricket Association told
reporters in Chandigarh.

This is the most ridiculous reason Mr. Pandove could have come up with.
"Inclined to support a neighboring country"? Since when did
geographical proximity become a measure of right or wrong? And has he
forgotten the ball-tampering episodes of the '83 series?
The best position for the BCCI would be to 'wait and see'. After
all, they do not have a dog in this race. I'm a little surprised to
see an astute person like Mr. Niranjan shah allowing this stance;
perhaps he was not consulted.

He used the word "neighboring country" instead of the word "pakistan".
He DID NOT imply BCCI will support pakistan "BECAUSE" it is a "neighbor".

The headline is a typical spin like cricinfo announced a few days ago
that India will side with ICC. The article itself makes it clear that
BCCI has not evaluated the merits of the case and have not decided what
position to take though they are generally inclined to support a
neighbor as they claim.
It is a misleading headline for the article IMO.
