According to Cricinfo it was the first time for England since 'the
thirties', which would have been:

Gubby Allen (5-36) & Bill Voce (4-16) vs. Australia (58) at Brisbane
in 1936/37. Twelve instances before that for England.

Seven instances for Australia and one for Pakistan before 1985. Don't
know if there were any from 1985-2013.

None between 1985-89 either.

http://stats.espncricinfo.com/ci/content/records/283525.html gives the full list. Ambrose & Walsh (v England 1994), Wasim & Waqar (v Sri Lanka 1994) and McGrath & Gillespie (v WI 1999) are the only other instances since 1960.
