Him and Carlos Padilla.
I believe it was Padilla who paused the second Ali - Frazier fight for
nothing. He also stopped a Chavez fight for the sole reason that Chavez was
already celebrating on the ropes.

My vote would go to Ernesto Magana. I've seen him a couple of times over
the last 10-15 years and I can honestly say that I've seen none worse.
If you want to see this guy in action, I suggest checking out the second
Gene Hatcher - Ubaldo Sacco fight from 1985. Pure incompetence.
As far as the referee for the Cooney - Norton fight, I think he was
scared to get in the way of Gerry's punches. I agree that it was a
very poor job.

That was one of the worst incidents I've seen. Another one involving
Perez was the Mercer-Morrison fight. Morrison was out on the ropes
and Mercer was just pounding him. Perez didn't step between them
and really didn't do much to stop Mercer from punching. Luckily,
Mercer decided to stop.
But the worst incident I've seen was in a fight on USA TNF involving
Alex Garcia vs. ?????. The referee's name was Yanez(??) I think.
Anyway, Garcia threw twenty-something to thirty-something unanswered
haymakers (most of them landing) with the victim out on his feet
almost all the way. During the time, even people in the crowd are
yelling "Stop the f*cking fight!!" (or was it "Stop the fight, you
f*cking asshole!!"). By the time the ref stopped it, the boxing
commissioner was out of his seat, on the verge of stopping the fight
himself. I think the victims corner was yelling for the fight to be
stopped although they didn't jump in the ring. Some time later, they
interviewed the victim and even he said the fight should have been
stopped sooner. The boxing commission suspended the ref indefinitely.
But here's the kicker . . . After the ref reviewed the tapes, he said
he didn't see anything wrong with his decision. I think that qualifies
him as the most incompetent ref I've ever seen.
If someone has more details/corrections/opinions on this incedent
or any info on what ever happened to this ref, please post.
I sincerely hope I never see that guy in the ring again.

How about Arthur Mercante? I saw junior ref a fight recently. I can't recall
either making any big mistakes.
Another God-awful ref job was between Juan Coggi and an obscure
challenger, when Coggi was still champ. Fight held on Coggi's home turf.
Saw only highlights (lowlights?) but apparently Coggi was nearly out on
his feet. Ref inexplicably stepped in and blatantly allowed Coggi to
recover. Another time, ref stopped round significantly early when Coggi
was again in danger of being KO'd. Can't remember the opponent, or the
ref, but eventually Coggi recovered and began landing heavy shots, and
apparently, ref decided to stop the fight in favour of Coggi. If my details
and specifics are in error, please correct me. I do recall that this ref was
suspended for life after a cursory investigation. I think Coggi easily
won a mandated rematch by KO.

I still think that too many people are too hard on Richard Steele. While
he may have stopped Tyson-Ruddock too early (IMHO), I still don't think
he did anything wrong with Chavez-Taylor and I thought that the stoppage
of the Trinidad-Campas could not have been done any sooner.
