Not that I am aware of but there does seem to be u/w photographers
hanging out on rec.photo.equipment.35mm or on rec.scuba.equipment from
time to time.

If you mean is there a newsgroup for the exchange of underwater photos and such
there is:

alt.binaries.images.underwater

It is moderated pretty well, and keeps the junk out too.

Yes, there a couple new forums at: http://www.scubafool.com/ . One is a general
message board and the other is dedicated to underwater photography. It's just
getting started but is pretty good so far.
