I know that there are a few missing for Clinton like the two Apache Pilots
killed during the Kosovo Campaign but they were not a casualty of enemy fire
but rather a training accident and the first one in bosnia was a SFC that
was *apparently* trying to be a John Wayne by disarming a land mine which
had been against the standing orders for the deployment "mark the site and
report to EOD". Also Somalia was inherited from Bush. Carter did the best
job by this standard and I still feel he was bushwhacked by a presidential
contender who made a deal with the Iranians to keep the hostages until after
the election, this was mentioned by the press but no facts were ever
uncovered to prove beyond a shadow of doubt just like the whitewater thing
in which this country just wasted 60 million dollars in a politically
motivated witch hunt! The last few years of my service I did feel we were
doing more good in the world rather than just following what big business
wanted.

do with casualties. Rather it is the State Department, as in the case of
Beruit. I can assure you that your view vis a vis Carter/Reagan/Iran is skewed,
if Carter had any stones, 444 days would have been 4. The entire Desert One
fiasco happened because of political constraint. Jimmy Carter and his lack of
will is the only reason I'm not still in the service.

By that logic, Roosevelt has them all beat, by several magnitudes.
Looking at casualties is only one side of it, and you're ignoring what
was accomplished by those casualties. Unless you want to go on to claim
that either there is nothing accomplished by any amount of casualties,
(in which case the second world war accomplished nothing), or that all
casualty counts accomplish the same amount (which means that Vietnam
accomplished just as much as the Civil War), the benefit has to be
measured, and counted against the casualties.
Body counts, by themselves, don't work. They don't work as a measure of
accomplishment, (Khe Sahn), and they don't work as a measurement of
failure (Bastogne, Omaha Beach, The Kursk Pocket).
At best, body counts are misleading. At worst, they are lies.
To introduce casualties, you'd have to introduce some type of
per-casualty benefit, and that, at best, would be subjective.
What is the value, per casualty, of the assault on Guadalcanal?
How does that value compare to the value per casualty of 17 Easting?
The Ashau Valley? Shiloh? Yorktown? What is the value of the enemies's
casualties, and what is the difference? The ratio of our value to
theirs? How does the enemy measure this value?

I have to disagree, Popeye. Many things contributed to the failure of Desert
One, but much, if not most, of the blame can be laid at the feet of the
military.
Carter had stones, he was also (unfortunately for the hostages) a committed
pacifist, who (in our opinion) spent too much time trying for a peaceful
resolution. Perhaps the job description of "President" should stipulate no
pacifists need apply.
When Desert One went to shit, Carter stepped forward, and made it absolutely
clear, that the blame fell on HIM. A leader is responsible for everything
his people do and fail to do, and Carter is one of the few presidents who
displayed that so well.
After the mission, he met the team (Delta) in a private, quiet ceremony, to
let them know how sorry he was it went wrong, and to express his admiration
for them. Several of the operators berated him for the constraints he placed
on the mission, but thankfully, the one who had threatened to break his hand
during the handshake demurred....
I fault democrats for many things, but Carter earned my undying admiration
(that is, when I was old enough to understand what was going on <g>) for his
integrity and his leadership. He fucked up, and then he owned up to it like
a man.

These numbers, aside from being of questionable accuracy, have no meaning
by themselves. For example, the Gulf War proved to be safer for American
troops than peacetime. Simply training for war is a dangerous endeavor
and we lose many soliders to accidents every year. During the conflict,
the rate actually went down, due I'd guess to less risky training, and
more focused attention.
And I think it's fair that you can't always choose what the other powers
of the world do. Some are failures in statemenship, others just happen
because some people want more than they have.
If I were to evaluate all of these Presidents, it would primarily focus on
how avoidable it was, and how they managed to resolve it. Clinton fares
particularly poorly on the latter one.

His 'Reaganomics' were a disaster.
He was a puppet, asleep at the wheel.
Fer chrissakes, he never even read the newspaper and nodded off
regularly during briefings.
I lived in CA when Reagan was governor. He was an asshole, a downright
tyrant, who initiated bad policies which that state is just now
recovering from.
And, he was a Republican.
Carter was, at least, real. He made decisions based on his conscience,
right or wrong --- whether you agree with them or not, they were
*his*, and he stood behind them.
He was intelligent, informed, and lucid.
He continues to serve our country to this day, with his involvement in
the same things he believed in then.
And, he was a Democrat.
