Question on Hamstrings

Okay simple question: how to loosen the hamstring muscles?

I'm using three different stretches on and off:
standing touch your toes,
"ballerina" stretch (lift leg onto a railing or counter)
plow stretch (shoulders on floor, back is straight up, legs out where toes should touch floor)

It just seems I'm not making progress. maybe stretching isn't the answer.

or maybe I'm just not doing it enough. (I've read that stretching must be at least 6 times a week to be effective. is that true?)

Any other ideas?

After my run. Recently I've also been trying to stretch in the morning on days I do not run. That's not a consistent habit yet though.

I seldom stretch before running except maybe before a race.
