It doesn't sound like an alignment problem to me, but there is apparently a known problem that can affect the display and sensitivity.

The first solution he suggests should be fairly easy for anyone who is somewhat handy with a soldering iron.
The second one will require a little more experience, but it looks like something a beginner could handle if they're careful.
It's definitely worth the repair estimate, that is an outstanding receiver.
But those Icoms also had a common fault that affected power via the ground
of the power board. It is screwed with a cap-nut to ground, and those loosen
easily. They can be tightened by hand and/or soldered to make a permanent
fix. Worth at least looking inside before spending the money.
