Another individual speculates that it's X-ray Radio.

Yep, it's X-ray Radio.
6960 at 2140 good copy here in the Nati'.
I can hear it in th UK. He must be running some power or the weather
conditions are a bit strange. It's a low signal but I can hear it fine.
Where is the station based?
