Grounding Blocks only work -if- they themselves are well grounded.
Otherwise they are simply a method of connecting two Coax Cables.

>From what you have written : The Snake Antenna In-the-Attic is not
your best choice; being that you are in a 3rd Floor Condo without an
effective short-path-to-ground; and "The Attic" is 'the place' you can
put your Antenna.

So some type of In-the-Attic Loop Antenna would :
* Still put you In-the-Attic.
* Give you a larger Signal Capture Area.
* Be a Balance Antenna that did in itself not require a Ground.

READ - The In-the-Attic Horizontal [Flat] Loop Antenna
Just may be the better choice to fill the available space.
