Hi Joe,
A local police dept here is planning to go to edacs digital. The Metro
Toronto ambulance is using an ericsson system (not sure if its
technically edacs or not). That system is analogue and is "moniterable"
however, at the end of each transmission after the repeater hang time,
there is a burst of tones (called the "Ge jingle" since it sounds like
the "we bring good things to life jingle used in GE commercials) which
locks up your scanner for 2-3 secconds (while the conversation is
continuing on another frequency!). However, with the edacs digital, the
audio is all digitized and cannot be monitored with a conventional
scanner.

Just a notification for you. EDACS used to have analoge speech in its
older versions but newer systems are, as you said digital all the way.
That means that older systems of EDACS can be monitored and newer
cannot. Digital EDACS has also the option of very (DES-type) safe
encryption.

Any system can be monitored with the proper equipment. There are 2 public
safety agencies in this area using EDACS systems, and we monitor both of them
quite well, using EDACS equipment of course.

This 'homepage' for the vendor who also supplied the equpiment for the Digital
Cellular system in the Dallas-Fort Worth MSA (11 counties plus
the Sherman/Denison MSA makes 12 counties) also gives some good insight into
digital cellular: TDMA/IS-136 (operational in Dallas/Fort Worth) and CDMA/IS-95
(under going testing - commercial use soon)
