CB is known as General Radio Service (GRS) in Canada and there are
some rules. On the question of abuse and foul language:
GRS stations must not be used:
* in connection with any activity that is against federal laws, provincial
laws or municipal bylaws;
* to transmit abusive, obscene, indecent or profane words, language
or meaning;
* to interfere maliciously with the communications of another station;
* to transmit music, whistling, sound effects or any material to amuse,
entertain or attract attention;
* to communicate with, or attempt to communicate with, a GRS beyond
the normal coverage range of your station.
Any person, who knowingly transmits, or causes to be transmitted, any
false or fraudulent distress signal, call or message is guilty of an offence
under the Radiocommunication Act.

The real problem is more likely a lack of enforcement. Wherever CB is license
free (such as Canada), there is no money available for enforcement. Even if a
fee is charged, the money generated is not enough to police the service. Rules
are not usually enforced unless some other (important) service gets interference.

Before anyone starts on about CB being lawless, take a good look at the internet.
Any abuse of CB is nothing compared to newsgroup abuse and the illegal activities
carried out over the internet.
If anyone thinks that CB should be shut down, then they must also call for the
internet and all telephone services to be shut down and for people to be locked
in their houses unless a police officer is available to follow them to ensure that
they commit no crime and do not offend anyone.

can read or post messages and reply to other messages.
This group IS my business, just as it is the business of anyone
else involved in CB. It is the trolls who need to mind their
own business.

the oddly amusing thing about this roll is he wants a response about

IS THERE ANYTHING THAT A CB RADIO OPERATOR CAN DO TO DEAL WITH FOUL LANGUAGE ON CHANNEL 19 ON THE CB RADIO? I'M CONCERNED THAT RAMBONE COULD THREATEN ME ON THE CB RADIO ON CHANNEL 19 HE IS A JERK ON THE CB RADIO
