The amateur radio 10 meter band extends from 28.0 to 29.7 mhz

28.315 is a frequency in the 10 meter amateur radio band. These are
licensed amateur radio operators, or at least they should be. What you
are hearing is probably a net or roundtable discussion, which is just
several stations getting on one frequency, usually on a regular
schedule, to discuss something. If you listen for a period of time
you should hear them give call signs. If they don't, then they are
probably some of those illegal operators that plague the 10 meter
ham band.

28.315 is allocated to all Amateur Radio operators in the
United States except Technician class.
