He bought a handi from me months ago and he paid promptly via PayPal.

Now, PayPal has placed a hold on MY ACCOUNT because of the recent complaints
about his activity.

I'm not sure who to blame here! Him or PayPal.

I would blame PayPal for this one. If the guy paid for something, it's paid
for. PayPal probably froze your account so they could steal the money back
from you to pay some of his victims.. (makes about as much sense as anything
else PayPal does).
