Heathkit HD-4040 and WA8DED ROMs

Hi All,

I just burned a set of version 1.3 WA8DED EPROMs for my Heathkit HD-4040
TNC. The docs say they work in sockets U11 and U12. But I don't think
this thing is behaving correctly. Granted, it's not wired up to a radio
yet, but I'd think I should be able to get some sort of interaction with
the thing. All I get is the copyright banner. And even then only when
I boot it with the ROM settings selected via the dipswitch. Any attempt
to change the baudrate, perm it and switch over to NOVRAM settings
appears to not do anything. Am I missing some vital piece of information?
