RFD: rec.radio.info moderated

Proposed is a new moderated group, rec.radio.info. This group should carry
informational posts such as the radio FAQs, Solar Reports, ARRL Bulletins,
RACES Bulletins, Keplerian elements, AMSAT Bulletins, Amateurs on USENET list,
Elmers List, SCDX postings and others too numerous to mention. Also
informational posts in the other rec.radio.* groups may be reposted in this
group (either at the request of the poster, or by one of the moderators).

For the benefit of those of you that don't understand the current
rec.radio.* hierarchy:

rec.radio.amateur.misc Amateur Radio practices, contests, events
and other discussions.
rec.radio.amateur.packet Discussion about packet radio setups.
rec.radio.amateur.policy Amateur Radio practices, rules, etc.
rec.radio.swap Offers to trade and swap radio equipment.
rec.radio.noncomm Non commercial radio discussions
rec.radio.shortwave Shortwave Radio discussions.
rec.radio.cb Arguments about Linears and whose stick is
bigger
rec.radio.broadcasting moderated group about broadcast radio

Non of these groups would change, but the hopes would be that the informative
posts from each of these groups end up in the proposed new group
rec.radio.info. Other proposed names for the group that have been made are:
rec.radio.answers, rec.radio.info, rec.radio.announce, rec.radio.amateur.news,
rec.radio.news so a choice for a name for this group is also up in the air.

The moderator that has volunteered is Mark Salyzyn (ma...@ve6mgs.ampr.org) along
with, I hope, several co-moderators that make up the list of informational post
contributors. So far Paul W. Schleck (psch...@cwis.unomaha.edu) has
volunteered to be one of the co-moderators.

I will try to set up an archive for this new group, but hopes are that there
will be a volunteer with a better connected (ie: ftp'able) site arranged.

Paul has also agreed that, once vote is to be taken in 30 days, he will tally
the votes. The voting addresses will be presented at the RFV, so DO NOT VOTE
NOW!

Followups to news.groups. Please do not send me e-mail, as I am not the
person you need to convince as to the validity/invalidity of this group.
I leave that up to net-wisdom.

Gentleman, start up your engines!

This group will be used to segregate information from the
regular discussions streams, such as rec.radio.amateur.misc, to
alieviate the traffic in these discussion groups. Also, by
placing the informational postings in this group, make it easier
for many to find radio related information.

By maintaining a high level of quality in the postings, it is
hoped that these postings may end up, at least more conveniently,
over the Amateur Radio Packet BBS network as well through the
various gateways.

By using a co-moderator scheme, the hopes are that many of the
postings will maintain timeliness, and good propagation through
the computer networks.

A few days ago, I sent some E-mail to Brian Kantor (maintainer of the
Info-Hams/Packet-Radio/Ham-Policy E-mail gateways of rec.radio.amateur.misc,
.packet, and .policy, respectively) asking him if he'd be willing to set up
"Ham-Bulletin Digest" to provide a similar gateway for rec.radio.info.
Although this would be a bit of extra work for him, there are some easily-
implemented technical schemes (inherent in C-news) that could filter all the
rec.radio.info-cross-posted bulletins from rec.radio.amateur.misc (and
hence from Info-Hams) and could save him from reader complaints about
Info-Hams filling up with Keplerian Elements, Solar Bulletins, and
FAQ's. The total traffic through his gateway would be approximately
the same, it would just be split up into a bulletin stream and a
discussion stream. Mark Salyzyn and I eagerly await his reply.

For those who haven't been keeping up with news, there is an ongoing
official Request for Discussion in news.groups about the creation of a
moderated newsgroup called rec.radio.info. The full details are in the
RFD announcement, but the basic idea would be that Mark would moderate a
newsgroup that would serve as a cross-posting target for all of the
bulletins that appear in rec.radio.amateur.misc (as well as the other
rec.radio.* newsgroups). Placing it under rec.radio.* vs.
rec.radio.amateur.* was a result of a pragmatic realization that there
just isn't enough content in each of the sub-heirarchies to justify their
own newsgroups (and many announcements like DX bulletins, schedules, and
solar reports would be duplicated). Cross-posting is also another
pragmatic realization that not everyone would be aware of rec.radio.info
and would still benefit from seeing these bulletins in their home
newsgroups (again, creative use of the sys file in C-news would prevent
these bulletins from appearing in *.misc by local option, such as with
the server that feeds Info-Hams).

As a result, those simply interested in the bulletin-postings would find
them all in one convenient, filtered forum. It is Mark's intention to
convene a Call for Votes to create this newsgroup early next month (more
on that in a future announcement). Although the creation of the mailing
list gateway is a separate issue (and solely at the discretion of Brian
Kantor and the University of California at San Diego) it would be "icing
on the cake" and encourage acceptance of this new newsgroup. We could
certainly have an E-mail digest elsewhere, but adding it to Brian's
listserv (and archiving it at ucsd.edu) would be the best overall
solution.

If you support this newsgroup idea, please followup to news.groups. If
you support the idea of Ham-Bulletin Digest and the filtering of
bulletins from Info-Hams, please drop an E-mail message to
br...@ucsd.edu encouraging him to set it up. As Mark noted earlier, we
are not the people you need to convince as to the merits :-).
