Please Solve this Riddle:

There is a guy and he lives on the 20th floor of his apartment building.
Every morning he takes the elevator all the way down to the ground floor
and then goes to work. On his way home he takes the elevator to the 10th
floor and then walks the rest of the way, except when it is raining.
When it's raining he takes the elevator all the way up to the 20th
floor. How come? (the stairs are indoors)

The gentleman is a midget. He can reach the 1st floor button (takes the
elevator to the ground floor each morning); can reach the 10th floor
button under normal circumstances, but not the 20th...unless he has his
umbrella with him.

Of course, why he doesn't just carry a cane with him, I have no
idea...but...

This is a well-known quistel (quistle?), and all of the commoner ones
(including this one) are in the archive (I think under the name "situation
puzzle" or some such..).
