I chuckle, because each of those words ('government' and 'anarchy') is used
in two ways. (So I don't know what he meant!)

GOVERNMENT: commonly means "that entity which has a generally recognized
monopoly on the legitimate use of force"; but this word is occasionally used
in the older, broader, more literal sense of "the maintenance of order; any
agencies, institutions and customs that maintain order". When "government"
is used in this sense, "state" is used for the other sense, but "state" has
acquired a special narrow meaning in America.

ANARCHY: literally the absence of rulers (I imagine monarchists used to
describe republicans as anarchists); has been extended to mean absence of
order (rules). Even Rothbard (in For A New Liberty) used the word only in
the latter sense, though he put it in quotes.

It won't do much good to ask people to use these words as I'd prefer. ;)
But please, everyone, on both sides, be AWARE that some people use
"government" only to mean "state", and some don't; and be aware that some
consider "anarchy" synonymous with "chaos", and some don't.
