I would like to know especially what the 3 modes it works in mean (Average,
Partial(AE L), Self-Timer), what the buttons do, what the LEDs in the
viewfinder do, and what the LCD panel displays (ie what does Program, Tele,
Widem etc mean.)

Average means that the camera is in the center-weighted average metering
mode -- it measures the entire viewing area but puts emphasis on the
center position.
Partial (AE L, which stands for AE Lock) meters only the center portion
of the image that you see in the viewfinder. The metered value is held
("locked") as long as you press the shutter button in halfway.
Self Timer mode is the timed shutter release -- the shutter is released
10 seconds after the button is pressed.
The red numbers that can be seen in the viewfinder show the aperture
being used, whether it is in manual mode (red M), Program mode (green
P) in which the camera controls exposure and aperture, shake warnings
(the red M or the green P blink slowly), overexposure warnings (the
aperture numbers blink rapidly), a green lightening bolt if the flash
is on
Program mode has the camera controlling exposure and aperture in the
default, standard way.
Tele mode is programmed to use the fastest exposure possible for the
light conditions. Canon recommends this for telephoto lenses.
Wide program mode chooses the smallest possible aperture for a deep
depth of field.
Tv is shutter-priority mode in which the user sets the shutter speed and
the camera chooses the aperture. When this mode is combined with
manually setting the aperture, you have complete control over the
camera.
The LCD also displays # of photos taken and whether or not there is
a roll of film in the camera (if there are 3 bars along the bottom, then
its loaded) and the battery strength (press the "BC" button -- if 3 bars
show in the LCD display, the batteries are okay).
