A painter contacted me because he wants to make paintings out of my
photos, then sell the painting. Should I charge some royalty or licence
fee and if yes how much ?

Does that not depend entirely upon you and the painter?

In the most extreme case you might even have to pay him
to make paintings of your pictures :)

Unless this painter is known for his work, paintings rarely sell for more
than a few hundred dollars, if at all. It is usually not worth the effort to
try to get money from the artist. You'd probably do much better printing
them, framing and selling them in a gallery if they are interesting.

Definitely; you own the copyright. I would make the royalty a percentage of
his sales.
