Does anyone know the name of a program or plug-in that simulates the
brush strokes of an oil painting (or water color) when applied to a
digital photograph?

Both MS Photo Editor and Corel Draw do. I'm sure many others do as
well, but these are the two I use most often.

Several programs contain this plugh-in. Notably:

Photoshop
Photimpact
Corel

Any decent photo manipulation program usually will have this as a basic filter.
A kiss on the hand might be quite continental, but tactical nuclear weapons are
a boy's best friend.

Unfortunately, my DigitaFX in-camera image manipulation program only has
watercolour effect. =)

Microsoft's Picture It has several "art" applications, including watercolor,
pastel and markers.

Most good image editors have this effect. Micrografx and Corel
products have this for certain.
