This is a well known problem in video that is caused by "interlacing", the
two alternating vertically displaced images that make up one frame of a
video image.
The solution is to give up some of your vertical resolution.
One way to accomplish this is to use your image editing program to resize
the images that have this problem to 25 to 50 percent smaller in the
vertical direction only, then resize back to the original size again.
If you are using PhotoShop you can use a mask to limit the change to only
the areas that are affected, and keep full detail in the rest of the image.
