Recommending software is a bit like recommending underwear.
Depending on what you need, I would recommend either Thumbsplus (which
has some really nice batch processing capabilities that can do a lot
of things including resizing images) as well as creating thumbnail
index pages, or Adobe PhotoshopLE which is excellent for enhancing
images.
