Property reviews for residential, agricultural, commercial, industrial, and tax exempt properties are ongoing. There are over 56,000 parcels in this county. The Carroll County Board of Tax Assessors per GA code 48-5-299 is charged with valuing all real and personal property. Verified sales data has determined the Carroll County's value changes over the last 4 years including this year. As such, the necessary adjustments have been made to property values that are reflected on the 2023 assessment notices. Upon request, documentation can be provided that supports the value of the assessment. The taxpayer can request this information electronically at no cost. Email address is assessors carrollcountyga.com. SENATE BILL 215 NON-DISCLOSURE FOR LAW ENFORCEMENT OFFICERS

To amend Article 4 of Chapter 18 of Title 50 of the Official Code of Georgia Annotated, relating to inspection of public records, so as to require local governments to remove upon request certain personally identifiable information of law enforcement officers from certain property records; to provide for definitions; to require local governments to provide a Non-Disclosure Form (click here) for such requests; to provide for injunctive relief; to provide for related matters; to repeal conflicting laws; and for other purposes.

Appraisers of the Carroll County Tax Assessor's Office are handling the reviewing. They will have badges, and will have Carroll County shirts for identification. They will also be in Carroll County vehicles marked accordingly. If a resident is at home when the appraisers visit, the appraiser will verify the property information that the county has on file. They will not enter the residence unless invited in to view changes to the property information. They will conduct an outside inspection of all residences and all out buildings on the property. The appraisers will be making pictures of the front and back of the structures. These field reviews are required by Georgia law to be conducted every 3-4 years to ensure that property descriptions, construction, and amenities are properly recorded.



If a resident is not at home when the appraisers visit, they will conduct an outside inspection and leave a card/door hanger informing the residents that they were there.



The appraisers will not go through or over a locked gate. They will leave a card/door hanger on the gate if feasible. If resident has a locked gate, the resident is asked to call the Carroll County Tax Assessor's Office Dept. at 770-830-5812 to schedule an appointment to meet the appraiser on site.

DUE TO THE PASSAGE OF PUBLIC ACT 102-1135, EFFECTIVE JULY 1, 2023, COUNTY RECORDERS ARE REQUIRED TO INCREASE THE RENTAL HOUSING SUPPORT SURCHARGE IMPOSED ON BOTH THE TRADITIONAL FEE SCHEDULE AND PREDICTABLE FEE SCHEDULE FROM $9.00 TO $18.00.

THIS INCREASE WILL AFFECT ALL DOCUMENTS RECORDED, EXCLUDING STATE AND FEDERAL TAX LIENS AND UCC FILINGS. RHSP FEES DO NOT APPLY WHEN RECORDING DOCUMENTS WHICH ARE NOT REAL ESTATE DOCUMENTS (AS DEFINED BY 310 ILCS 105/7) OR DOCUMENTS RECORDED BY UNITS OF GOVERNMENT. ALSO, A COST STUDY AND ANALYSIS OF THE AVERAGE FEES COLLECTED FOR RECORDING EACH OF THE CLASSIFICATIONS (based on the three previous years of recording data) CONDUCTED BY CARROLL COUNTY SHOWED THE FEES COLLECTED FOR THE GIS FUND HAS INCREASED FROM $19 TO $25.

The Recorder of Deeds in any municipality or county of this state may establish an electronic format for the recording or filing of documents which such Recorder has a constitutional or statutory duty to maintain. Such documents may be recorded, filed, transmitted, stored and maintained in an electronic format as prescribed by the Recorder of Deeds of any municipality or county. No document presented pursuant to this section shall be required to be submitted in duplicate. Nothing in this section shall require any Recorder of Deeds to establish, accept or transmit any document in an electronic format.


Carroll County is included in the Baltimore-Columbia-Towson, MD Metropolitan Statistical Area, which is also included in the Washington-Baltimore-Arlington, DC-MD-VA-WV-PA Combined Statistical Area. While predominantly rural, the county has become increasingly suburban in recent years.


Prior to European colonization, the land that now makes up Carroll County was inhabited by Native Americans for thousands of years. Numerous Native American archaeological sites and archeological artifacts have been located across the county. Native Americans used the land for permanent settlements, seasonal visits and journeys, and as hunting grounds.[3] At the time of European colonization, the Susquehannock and the Lenape were the predominant indigenous nations in the area. What is now the city of Manchester was inhabited by the Susquehannock nation until around 1750 and was the location of the intersection of two important Native American trails.[4][5][6] An ancient trail that was used by Algonquian and Iroquois nations, named the "Patapsco-Conewago (Hanover) Road" by colonists, stretched from the Susquehanna River to the Potomac River.[7] Main Street in Westminster was built over a portion of the trail between the two rivers.[8] By the end of the 1700s, most roads in Carroll County were trails established by Native Americans.[9] Maryland Route 26 (Liberty Road) was built over top what was originally a Native American trail. This trail passed through the Freedom area of southern Carroll County and was used by Native Americans to travel from the Blue Ridge Mountains to the Chesapeake Bay. The trail was transformed into a road and renamed "Liberty" by an act of the Maryland General Assembly in the early 1800s.[10] The land of what is now Sykesville was used by the Susquehannock and the Lenape as hunting grounds.[11] Taneytown was inhabited by the Tuscarora people during the early to mid-1700s. The Tuscarora hunted deer, wolves, wildcats, and otters in the woodlands of what is now Taneytown. Due to the Six Nations land cessions, the Tuscarora were expelled westward across the South Mountain of the Cumberland Valley.[12]
