I only use RC paper and use spotone on it all the time. I have no problems
and it does dry very quickly. Just make sure you darken the spots a little
at a time as it is easier to darken than lighten after you have gone too
far.

Yes Spotone will work on RC, however, as some have mentioned you have
to take it slowly, adding just a little at a time to avoid over
spotting. One thing I have found that helps is to breath lightly on
the area to be spotted, letting your breath moisten the surface a
little. This seems to help the spotone get into the emulsion easier.

What I always did (I've not had to spot recently) was to wipe the area
to be spotted with a very small (1 inch square or smaller) damp sponge
before applying the diluted spotone.
I would put a drop of spotone on a plate. A second drop diluted with a
drop of water. Stir that up and take a drop of it to a new place and
dilute with a drop of water and continue so that I had puddles of ful
strength, half strength, quarter strength, one eighth strength, etc.
That was my pallette.
